Dark clouds gather on the horizon for Europe. Hitler and 
Mussolini's blatant militarism goes unchecked by a France 
and Britain still scarred by the carnage of the Great War. 
In the East Stalin crushes all who oppose his will. 
In the west a military coup plunges Spain into civil war. 
The scene was set for a conflagration that could set all 
of Europe ablaze...

THE GERMAN THIRD REICH 
_________________________________________________________

The protagonists of the scenario, Germany will naturally 
be in the thick of things. The big advantage Germany holds 
over the west is the ability to decide when and where to 
strike without the need for a Casus Belli (or "lawful 
cause of war"). There are usefulo wonders to be had in 
Austria (Anschluss/Great Wall), Czechoslovakia (Skoda 
Works/Hoover Dam) and Poland (Blitzkreig experience/
Sun Tzu's War Academy) which should give you a destinct 
edge against your likely opponents. The violation of any 
of those countries mentioned gives the French and British 
a legitimate Casus Belli, but will they be prepared to 
fight?

THE BRITISH EMPIRE
_________________________________________________________

The British start with mastery of the seas and therefore 
the trade that flows across them. This mastery can be 
challenged, especially if the Mediteranean Fleat wonder 
in Malta and Strait of Gibraltar wonder should fall. 
Britains Royal Navy andAir Force should keep the British 
Isles safe enough but due to a need for a Casus Belli 
(or "lawful cause of war") the British will probably have 
to react to the agression of other nations early on.

THE UNITED STATES OF AMERICA
_________________________________________________________

The United States begin the scenario with a few highly 
industrialized cities safe across the Atlantic ocean. 
It will be up to you if and when you commit forces to 
any European conflict but should the time come then the 
role of America could prove to be pivotal.

THE UNION OF SOVIET SOCIALIST REPUBLICS
_________________________________________________________

The USSR has great industrial and manpower resources and 
has room to expand in thewest. There is no set path for 
Russia but war with Germany will play a part in any wise 
Soviet leaders plans.

The Soviets also play the role of the Republican Spanish 
but have further to go to ship reinforcements from the 
Black Sea or Baltic than the Italians or Germans.

THE FRENCH THIRD REPUBLIC
_________________________________________________________

The French start with a strong army behind the defences 
of the Maginot Line but at a disadvantage to an agressive 
Germany that holds the strategic initiative. Prepare for 
the war that must inevitably come as Germay seeks revenge 
for the humiliation of 1918.

THE ITALIAN EMPIRE
_________________________________________________________

The Italians have a strong Navy and may seek to carve out 
a Mediterranean Empire at the expense of France and 
Britain. The role of the Italians in the Spanish Civil 
War may prove to be critical and a Nationalist victory 
will only further the Italians ambitions for dominance of 
the Mediterranean

THE DICTATORSHIPS

The Dictatorships are in fact three seperate groups: 
Finland, Nationalist Spain and the trio of Hungary, 
Romania and Bulgaria. This divided grouping will be a 
disadvantage but all three groups are run seperately so 
war for one does not mean war for all.

HOUSE RULES:

- DIPLOMATIC HOUSE RULES MUST BE FOLLOWED. IF THERE IS 
  A DISAGREEMENT THE NOMINATED MODERATOR WILL HAVE THE 
  FINAL SAY!

- NO AIR STACKS. IF THIS OCCURS ACCIDENTALLY FIX WITH 
  THE CHEAT MENU AND INFORM OTHER PLAYERS.

- NO ROAD OR STACKABLE TERRAIN PILLAGING. IRRIGATION 
  AND MINING CAN BE PILLAGED.

- NO SELLING OF FORTIFICATIONS. IF THEY ARE DESTROYED 
  UPON CAPTURING A CITY THEY MUST BE REBUILT IMMEDIATELY 
  (COST 0!)

- NO TRADING WITH ENEMY CITIES. TRADE EMBARGOS MUST BE 
  RESPECTED.

- NO SHIP CHAINING.

- NO BLACK CLICKING. STACK SIZE CHECKING IS OK.

- NO TECH TRADING ALLOWED. UNITS, CITIES AND MONEY CAN 
  BE TRADED.

- NO GOVERNMENT SWITCHING.

- NO BUILDING OF NEW CITIES, ONLY REFOUNDING OF 
  DESTROYED ONES IS ALLOWED.

- NO SHIP CHAINING OR RE-HOMING OF TRADE UNITS.

- NO FOUNDING OF NEW CITIES, ONLY REBUILDING OF RAIZED 
  ONES.
